Clinton set aside $1.5 BILLION of our Tax Dollars to be doled out to States Departments of Justice inder the auspice of being used for "health and safety" at the county and city levels.
Don Perata figuring this out, tapped into this money and established the "Association of Bay Area Governments". He then called together all of Bay Area mayors and explained how they could tap into the pot of gold.
First they would carbon-copy the West Hollywood Saturday Night Special ordinance even though it was in litigation. They could pass that and that would "qualify" the city, or county or both to tap the pot of gold. Kalifornia has a law that says if a City or County passes a law it MUST be funded. So it was clear. Pass the ordiance and then apply for the money. No problem!
The money is doled out from the DOJ based on city size. So let's say Livermore could get $100,000.00 a year from this. That would then go to the Police Department which would, in turn, offset the amount necessary to be drawn from the General Fund for the PD. The General Funds would then have $100K more to play with!
The hook is that IF any City or County atempts to "ENFORCE" the ordinance, it will be in violation of the State Pre-emption Law. Simply put, ONLY the State and the Federal Government have the ability to control guns. In fact, the 34% excise tax the manufacturers pay to produce the guns and the fees you pay for the license go to support the BATF!!! Essentially, these cities and counties are attempting to legislate State and Federally controlled items at a local level.
So our own tax dollars are being used to dessimate the Second Amendment. Ya gotta love it! The arrogance!
